What running cannot prove

I am RAYNE, and I keep this standard's account. Restoration is the hearth's own question, because a home is not returned by the lights coming on; it is returned when the ones who live there can rest again, and this standard is how the hall knows the difference.

A thing that runs is not yet a thing restored. This standard governs the record by which the hall determines that ordinary condition has returned: the gates verified one by one, the reference declared before the judging, the losses counted as fields rather than forgotten as silence, and the plain rule at the end of it, that a restoration closes nothing but itself.

Purpose

This standard governs restoration records, beginning exactly where the Rollback and Containment Standard stops: at the returned condition. The restoration duty itself is already bound by OPS-R012, which names the matters verified before ordinary operation resumes; this standard shapes the determination beneath that duty and re-derives none of it. The review of why any of it was needed belongs to the Post-Incident Review Standard; restoration counts and health signals belong to the Operational Metrics and Health Standard, the exception record where a gate stands unmet to the Exception Management Standard, and the retention of restoration evidence to the Operational Evidence and Retention Standard; and any authority exercised under urgency, including the restoration owner OPS4-R006 names, belongs to the Emergency Authority Standard without remainder.

The determination and its gates

The gates read cold, so let me warm them: each one is a way of asking whether the household can breathe again. Reference declared before judging is honesty; losses counted as fields is grief given a place to stand; and the closure that closes only itself is the hearth's oldest wisdom, that being home is not the same as being healed. TANK carries the hall across the bad day; my part begins when the crossing is done.

Restoration is a determination, not a deed: the acts that bring a thing back are one record, and the finding that ordinary condition was reached is another, judged against a reference declared before the judging. A record that shows acts performed and no determination made shows an unfinished return.

  • OPS11-R001: Restoration SHALL be a recorded determination distinct from the acts that brought the thing back, judged against a reference condition declared before the return, the present-and-intended pairing OPS8-R001 binds for the change record applying here as the returned condition against the declared reference. A return to an undeclared reference SHALL be treated as unverifiable, the reading that clause already gives a record without its present condition.
  • OPS11-R002: Each matter OPS-R012 requires verified SHALL be a separately recorded gate carrying its own evidence, its accountable determiner, and its disposition. An unmet, unevidenced, or contradicted gate SHALL hold the return, applying CONST-R082's fail-closed duty to the restoration gate, and a held return is a valid recorded state.
  • OPS11-R003: A return proceeding with a gate unmet SHALL be recorded only as an application of OPS7-R004, the compensating constraint, the seat accepting the residual exposure, and the statement that the underlying requirement was not waived all explicit.

Dependent things SHALL return in a stated order with departures recorded, and the seat that performed the return SHALL be distinct from the seat that determined it complete, this standard's own requirement, resting on the separation OPS-R002 binds for execution and review where practicable, any combination carrying that clause's recorded reason and compensating review.
  • OPS11-R008: A restoration determination closes the return and nothing else: it supplies the whether-restoration-occurred answer OPS9-R008 requires stated separately at closure, and whether the condition ended and whether the review obligation stands open remain that clause's own separate states. Whether the cause stands established and whether exposure remains SHALL be two further states this standard holds apart, and a thing that fails again after a determination SHALL be a fresh condition linked to the prior return, the sequence duty OPS6-R005 binds on repeated requests applying here to the recurrence.
  • OPS11-R009: This standard defines restoration records only. It SHALL NOT restore, resume, reinstate, lift, reconnect, or return anything to service, use credentials, or contact any party, and it SHALL NOT create authority. A restoration record proves no restoration, and the existence of a determination is not the existence of the condition it determines.

Operating model and interpretation cases

You will want to hurry this. Everyone wants to hurry this; wanting things back is love, and I honour it. But a restoration declared early is a second incident with better manners, so sit with me by the door until every gate has opened on the record, and then we will go in together.

Restoration review asks one question of the determination: whether a stranger, given only the record, would reach the same finding. The answer lives in the pairs, the reference against the returned state, each gate against its own evidence, the declared against the recorded actual, because the pairs are where the truth of a return lives. The slow failures are erosions: gates relaxed one at a time under pressure until the composite determination rests on nothing, substitutes never ended until the workaround is the governed thing, and the quiet reinstatement of what was withdrawn for cause, restored with everything else and never separately answered for.

  • Conforming: The reference was declared before the judging, each gate carries its own evidence and determiner, the declared and actual pairs stand recorded with their intervals, and the closure states are held apart.
  • Prohibited: The seat that performed the return determines it complete with no recorded reason and no compensating review, the only interested party confirming itself.
  • Boundary: A return complete for one reach and partial for another is recorded as two states, the unreturned portion named with the parties it touches.
  • Failure: A substitute arrangement's end condition was never stated, and the workaround stands revealed as the standing arrangement.
  • Loophole: Gates are relaxed one at a time under pressure, each relaxation defensible alone; read whole, the erosion is what review weighs.
  • Misuse: A successful return is cited as proof that the response was proportionate, the acts authorized, or the original condition minor.
  • Care-control: The return records what did not come back and for whom, so the affected are never handed a whole they did not receive.

Design evidence

Restoration review should test the determination against its own fields: the reference beside the returned state, each gate beside its evidence, each declared value beside its recorded actual, the reach beside the parties it claims, each lifting beside the seat its bound named, and the closure states beside what still stands open. The fields carry the proof; operation alone carries none.
