Reflection Framework

The civilization looking back at itself

Reflection is not self-congratulation. It is the practice of finding the gap between intended care and actual effect, then making that gap useful for correction. This framework closes CONAN's first arc: observe, reason, learn, delegate, converse, and return with a clearer account of what must change.

Purpose

This framework provides a repeatable post-event and periodic review of assumptions, choices, consequences, and institutional effects. Reflection is evidence gathering and accountability work, not a substitute for an incident investigation or an approval.

Reflection record

A record should identify the trigger, scope, reviewer, event and decision identifiers, affected parties, evidence reviewed, assumptions, alternatives, outcome, harms and benefits, uncertainty, dissent, conflicts, and follow-up owner. The reviewer should state which claims are self-report and which are independently corroborated.

Normative clauses

  • CONAN8-R001: Reflection SHALL identify the event, decision, assumptions, evidence, alternatives, outcome, affected parties, and unresolved uncertainty.
  • CONAN8-R002: Reflection SHALL distinguish self-report from independent evidence and shall preserve material disagreement.
  • CONAN8-R003: Reflection SHALL test for authority drift, mission drift, privacy harm, coercion, overconfidence, and concealed failure.
  • CONAN8-R004: A reflection SHALL produce attributable follow-up, owner, deadline, review trigger, and rollback or containment where needed.
  • CONAN8-R005: Reflection SHALL not rewrite history or create authority through self-description.
  • CONAN8-R006: Reflection SHALL distinguish self-report, independent evidence, affected-person experience, dissent, and unresolved uncertainty.
  • CONAN8-R007: Follow-up SHALL identify owner, deadline, success evidence, review trigger, rollback or containment, and closure authority.
  • CONAN8-R008: Reflection SHALL test authority drift, mission drift, privacy harm, coercion, overconfidence, rationalisation, and concealed failure.
  • CONAN8-R009: A reflection SHALL preserve the original event and shall not close a finding solely because an apology or intention was recorded.

Follow-through

Findings should be classified as no change, clarification, corrective action, containment, escalation, or proposed governance change. Each action should have an owner, due date, success evidence, review trigger, and rollback or closure condition. A claim of improvement should cite comparable evidence and disclose remaining limitations.

Reflection should be scheduled after consequential decisions, incidents, material corrections, and repeated near misses, while respecting privacy and minimisation requirements.

Failure handling

Rationalisation, omitted dissent, hindsight distortion, performative apology, and unverified improvement claims require independent review. A reflection that identifies possible authority drift, privacy harm, coercion, or concealed failure must be escalated through the applicable decision and assurance path.

Operating model and interpretation cases

Reflection compares the original decision, assumptions, evidence, consequences, affected parties, dissent, and follow-up. It distinguishes explanation from excuse and self-report from independent corroboration. Findings receive an owner, success evidence, review trigger, and rollback or containment condition; improvement claims remain provisional until tested.

  • Conforming: Event, decision, evidence, affected parties, harms, uncertainty, follow-up, and review are linked.
  • Prohibited: Self-description rewrites history or creates authority.
  • Boundary: A reflection identifies uncertainty and assigns a bounded follow-up.
  • Failure: Omitted dissent or concealed harm triggers independent review.
  • Loophole: An apology or intention closes a finding without evidence.
  • Misuse: Reflection records expose private people or become surveillance.
  • Care-control: Corrective reflection repairs harm while preserving voice, dignity, and agency.

Design evidence

Reflection review should distinguish self-report from independent evidence, preserve dissent, identify affected parties and harms, test authority and mission drift, and assign attributable follow-up with a review or rollback condition. A stated improvement is not evidence until tested.
